Social Vulnerability in the Context of Economic Development: The Case of Buenaventura

Abstract
This essay analyzes four economic and social indicators— economic relevance, employment (unemployment), NBI, and net coverage in education for the District of Buenaventura during the period 2015-2019—to determine if economic development and progress line up with the living conditions of its population. Additionally, we report the Progress Porverty Out Index (PPI), a measure that allows us to estimate the percentage of the population in a situation of vulnerability. The results show that the economic relevance of this District is not consistent with the level of well-being of its population, explained by an increase in unemployment and a PPI of 74.8 points, which implies that 68.5% of its population is in a situation of unemployment and vulnerability.
